The planning relies on creating a knowledge base through analyzing future transportation, social, economic, and employment trends As part of implementing decisions by the Ministry of Transportation to connect Arab communities and reduce the gap in public transportation compared to the general population, the plan assesses the impacts of sustainable development in each community and its surroundings. The plan formulates specific actions to provide a fitting response to future public transportation needs while creating a required budget estimate and prioritizing projects. Additionally, a future travel distribution model is utilized based on growth and demand predictions. Using this work, guiding principles are developed for route deployment, tariff updates, service distribution, and infrastructure development."

Identification of areas relevant to infrastructure facilities for bus operations, such as depots and overnight parking, based on mapping needs derived from population projections, development plans, and goals set by the Ministry of Transportation As part of a national strategic plan for the development of public transportation by the Ministry of Transportation and the Ministry of Finance, a target of a 40% increase in public transportation ridership is set. Currently, there is a significant shortage of infrastructure facilities for bus operations, and this shortage is expected to grow in the future. This scarcity is a barrier to improving the quality of public transportation, as the infrastructure facilities essentially determine the scope of the service that can be provided. Our compamy actively plans the program, consolidating its outcomes, and coordinating the process with various planning entities for the Israel National Roads Company."
