Project procedures for transportation (PPT) and economic feasibility tests

"PPT are designed to evaluate the benefits of various transportation projects, in order to determine the appropriate timing for their implementation and to provide the client with a clear picture of the project's potential versus the risks involved. PPT include two main parts - assessing possible savings and the economic assessment of all benefits over time. GL Urban has been conducting economic feasibility tests for over 15 years, using metropolitan models, micro-simulations, and ad hoc models when no existing model is available. Our office has conducted feasibility studies for the Yavne interchange, Route 6 North which is currently being promoted, and dozens of other studies for the Ministry of Transportation. Furthermore, we also perform tender-pior economic feasibility tests for private entities and/or financing requests. Among our works are Route 6 (Yokneam Tunnel), rapid transit lanes, Rakevet Kala Nofit, and more."

Tel Aviv Model

"The Tel Aviv Model, developed by Ayalon Highways Company, is the determining model for passenger traffic forecasts. The model includes an advanced result generator that allows for passenger forecasts in various sections. The structure of the model is complex and requires extensive knowledge and experience for its sophisticated operation. GL Urban, using the Tel Aviv Model, conducts traffic forecasts, economic feasibility tests, transportation feasibility studies, and various developments for companies such as Israel Roads Company, Netivei Israel, local authorities, and more."

Haifa and the North Model

"The Haifa and North Area Model, partly developed by GL Urban for the Ayalon Highways company, is used for various transportation and economic testings As part of the development, there is processing of road and public transportation networks for existing and future states, updating population data and workplaces within the model area, developing processes for processing various data in the model, and developing tools for future users of the model."

Ayalon River Conduit

"Economic feasibility study for the establishment of an Ayalon River conduit to the sea, based on various probabilities of rainfall events. The examination was based on mapping the benefits (reducing flood spreads) and estimating the savings to the economy as a result of preventing flooding of urban areas and transportation routes in the Gush Dan area. Following a national infrastructure plan to establish a fourth railway line in the Ayalon corridor (National Infrastructure Plan 33), which includes reducing the size of the Ayalon River canal near Ayalon Highways, there was concern that in extreme rainfall events, the canal would overflow and flood the adjacent urban areas. As part of the solution to this concern, the establishment of an underground conduit from the river's origin to the sea was proposed, with its construction costs estimated at about 2 billion NIS. Netivei Israel, on behalf of the Ministry of Transportation, set up a multidisciplinary team to examine the economic feasibility of this project. Both the transportation and urban analyses were carried out by the office's team itself using the national model and the Tel Aviv metropolitan model. GL Urban managed the project and the planning team, which included experts in hydrology, economics, transportation, urban planning, and land appraisal. In addition, our office accompanies the outputs and conclusions of the work for Netivei Israel and the Ministry of Transportation in various planning committees."

Traffic Forecasts

For the past 15 years, Gal Planning Company has been advising Netivei Israel in the advancement of various transportation projects including roads, railways, park and ride, priority lanes, and more. Among the projects are: Natatz Ben Gurion in Ashkelon, Highway 4 Ashkelon, priority lanes in Sakhnin-Ar'ara, and more.
